Located in southwest Kansas, along U.S. Route 54 highway, near the Kansas-Oklahoma state line, USD 480 employs 1,000 employees and is the second largest employer in the area. The Director of Human Resources will plan, coordinate, and supervise the operations of the Human Resources Department for both classified and certified staff. Responsibilities shall include functions within the areas of staffing, hiring, counseling, policy administration, and record keeping.

Responsibilities

  • Reviews and interprets laws, regulations, statutes, rules, and policies affecting the Human Resources Department, ensuring compliance and maintaining confidentiality in all aspects of program operation.
  • Develops and oversees comprehensive record-keeping systems in line with relevant policies, regulations, and laws, and maintains and updates district job descriptions and personnel contracts.
  • Hires, trains, supervises, and evaluates HR staff; collaborates with district leadership and administrators in recruitment, interview, and selection processes, making final recommendations to the Superintendent.
  • Administers district policies, negotiated agreements, and procedures related to staffing, transfers, discipline, leave policies, benefits, and supplemental pay.
  • Monitors and manages budgets for operational support functions, oversees unemployment insurance and worker’s compensation programs, and processes requests for Catastrophic Leave Bank.
  • Provides guidance and advice on employee relations, progressive discipline documentation, and facilitates investigations and grievance procedures as necessary.
  • Ensures compliance of job application forms with state and federal statutes and Board policies on nondiscrimination; manages communication and inquiries regarding vacancies and staff needs.
  • Oversees preparation and distribution of employment contracts and letters, maintains personnel handbooks and policy manuals, and provides a current list of certified substitute teachers.
  • Supports the District Leadership Team by compiling operational statistics, maintaining communication with educational institutions for recruitment, and attending meetings as directed by the Superintendent.
  • Assists with developing statistical, financial, and management information for negotiations and other employee matters, providing counsel and serving as a resource during the negotiations process.

Qualifications

  • Bachelor’s degree in education, human resources or related field required. Master’s preferred.
  • Human resources training and/or experience (SHRM, SPHR, licensing).
  • Experience in education systems including staff selection and staff evaluation preferred.
  • General understanding of state and federal laws pertaining to human resources.
  • Advanced technology skills as required by the position, particularly with relational databases, word processing, spreadsheets, and finance software.
