OMNI is honored to be retained by Mid-America Regional Council (MARC) in the search for a Grant Manager – Aging and Adult Services. This strong financial manager, who is motivated by serving others, manages the financial activities of the Aging and Adult Services Department. The person would serve as a key member of the Finance Division management team, and as a trusted advisor and strategic partner to the Aging and Adult Services leadership staff.

MARC is the federally designated Area Agency on Aging for Cass, Clay, Platte, Ray, and Jackson Counties in Missouri, and a large part of the work is managing Older Americans Act funding that provides critical services to over 9,500 seniors in the planning and service area. The financial portfolio also includes several innovative integrated care programs that promote healthy, active lifestyles and nutrition for the region’s most at-risk residents, including older adults and disadvantaged populations. The current budget for Aging and Adult Services is $16.7M.

 

The Grant Manager – Aging and Adult Services provides grant management and fiscal leadership and expertise to support MARC’s policy goals and initiatives. This position manages 1 grant accountant and works in concert with program managers and other stakeholders to provide comprehensive fiscal management for programs funded by multiple grants and fee-based systems. This position involves interacting with state and federal agencies, private funders, independent contractors, as well as community-based organizations. This position requires a high level of familiarity with federal and state grants, Uniform Guidance, and various reporting methods and procedures. Work is performed independently with directional oversight from the Finance Director and a dotted line with the Director of Aging and Adult Services.

Responsibilities

  • Fiscal Management: Oversee and manage grants and funding including preparing the four-year and annual Older Americans Act (OAA) Area Plan together with all financial information, schedules, and amendments. Team with program staff in monitoring budgets and contracts. Develop project priorities, evaluation criteria, and data analysis for the community services component of the five-county area plan. Review monthly requisitions, oversee revenue recognition, journal entries, budget revisions, and financial reports. Maintain a record of revenue funding streams and expenditures.
  • Program support: Liaise with program/budget staff, directors, and grantor agencies. Provide financial status and projections by funding stream and program to the Director of Aging and Adult Services. Set targets and create projections aligned with programmatic requirements, goals, and sustainability. Support program staff’s work on procurement and contracts that are aligned with the Area Plan budget.
  • Grant Compliance/Monitoring: Ensure agency compliance with federal, staff and local grant requirements, laws, and regulations. Ensure timely filing of appropriate reports and other correspondence as needed with local, state, and federal agencies.
  • Reporting: Prepare a variety of fiscal reports for various constituent groups, both internal and external. Complete required schedules and provide work papers with analysis for various audits. Provide support to the Older Americans Act Performance System by creating the Monthly Services and Expenditures Report (MSER).
  • Monitor Best Practices: Understand and initiate the ongoing review and updating of financial and grant-related policies and procedures, including internal controls. Attend professional development training each year and stay abreast of current GAAP, GASB statements, and grant management practices.
  • Special Projects: Participate in special projects related to grants and other broader financial issues of the organization.
  • Provide Leadership: Participate in the development of policies and procedures, as well as financial strategies, as a member of the Finance Division team and the Area Agency on Aging. Develop and implement process improvement. Lead grant accountants and foster individual growth and development. Serve as a leader who motivates team members and inspires them to achieve their goals.
  • Collaborate: Communicate with Finance Director, Director of Aging and Adult Services, other grant managers, program directors, and other staff to accomplish organizational goals and priorities. Build relationships with external partner agencies, including statewide meetings with AAA Fiscal Managers.

Qualifications

  • Bachelor’s degree in accounting, finance, or a related fiscal field.
  • Knowledge, experience and understanding of the Older Americans Act preferred.
  • 5+ years of fiscal leadership managing professional staff.
  • Experience with Generally Accepted Accounting Principles (GAAP) and Uniform Guidance.
  • Experience working with and managing grants.
  • Thorough knowledge of accounting and financial best practices and ability to communicate financial information in clear, actionable ways.
  • Strong analytical and strategic thinking skills.
  • Ability to review financial data for accuracy and to identify aberrations and trends.
  • Proficient technology skills, especially in Excel.
  • Ability to learn and expand technology capabilities.
  • Ability to pass a background check.
